DONALD ERNEST LLOYD TWEEDE

 Donald Ernest Lloyd Tweede was born on the 22 August 1973 in Freetown, Sierra Leone.

He attended the Sierra Leone Grammar School where he attained 5th form and sat to the G.C.E. “O” Levels Examination obtaining division one pass.

Mr. Tweede later enrolled at the Institute of Public Administration, University of Sierra Leone, to pursue B.Sc. Honours in Financial Services and graduated in 2005. He also graduated in 2012 with a Master’s in Business Administration degree from the same institution.

Mr. Tweede started his professional career in 1994 at the then Barclays Bank, which in 2000 transitioned to Rokel Commercial bank, where he attained the position of Accountant in the “A” signatory level. 

In 2007, he was employed by Ecobank as Regional Manager, a position he held until 2009 when he resigned on his own volition.

In 2009, he transitioned to the public sector, working as the Chief Human Resource Officer of the Freetown City Council until 2013, when he joined the Commission as Human Resource Development Officer. He steadily rose through the ranks over the years and was appointed as Director of Human Resources in April 2025, the position he now occupies.

As the Human Resources Director Mr. Tweede is dedicated to strengthening integrity, accountability, and people-centered excellence in the Commission. With over 20 years’ experience in the field of HR- ranging from the private sector to the public sector- he leads HR strategy with a mission-driven approach, ensuring that the workforce reflects the highest ethical standards in support of the Commission’ mandate.

He specializes in talent acquisition for sensitive, high-trust roles; policy modernization that reinforces compliance and transparency; and fostering a culture where employees feel both responsible and empowered to uphold integrity and justice. With deep experience in employee relations and governance frameworks, partnering closely with leadership to drive organizational performance, capability development, and national credibility.
