ACC AND BO GOVERNMENT HOSPITAL LAUNCH CITIZEN SERVICE DELIVERY CHARTER

The Anti-Corruption Commission (ACC) in collaboration with the Management of Bo Government Hospital has launched the hospital’s Citizen Service Delivery Charter. The event took place on Friday, 30th January 2026, at the hospital compound in Bo City, Bo District.  

The ACC’s Prevention and Public Education and Outreach units in the Bo office provided the technical support to the Management of the Hospital to put together the service charter.

Speaking at the launch, ACC's Regional Manager, South, Mohamed Tomboyeke, reminded the health practitioners of their cardinal responsibility of ensuring that patients are provided with effective and efficient medical care. He acknowledged the challenges the health sector is confronted with and cautioned that the law does not excuse any person accused of flagrant breach of government policy.

Tombokeyeke admonished the medical practitioners and hospital management to strictly adhere to the directives contained in the service charter. He recognized that the objective of the charter cannot be achieved if the institution fails to take the appropriate actions to address incidences of corruption. He said that the charter must not be seen as an attempt by the ACC to target a set of individuals but rather a deliberate effort to set up corruption safeguards that will ensure the delivery of quality service to the public.

The District Medical Officer, Bo, Dr Amara Steven Ngegbai, said the launch of the service charter was a demonstration of the Government of Sierra Leone's commitment to enhance transparency at major health referral hospitals across the country and ensure that quality health care is delivered to all. He pledged the District Health Management Team’s (DHMT) support to enhance the delivery of quality health care service through effective supervision at the hospital.

In his statement, the outgone Medical Superintendent, Bo Government Hospital, Dr. Osman Kakay, commended ACC’s strategic guidance and the unflinching support provided by the various unit heads during the process of reviewing the service charter.  Dr. Kakay admitted that in the midst of the numerous challenges, both institutions were able to come up with a landmark document for the Hospital. He appealed to medical and non-medical staff to accept the transformation and adhere to every single directive indicated in the charter.  

The incoming Medical Superintendent of the Hospital, Dr Yusuf Sheku Tejan, assured the participants of the management's commitment to monitor the full implementation of the documents and take appropriate action against defaulters. He called on all staff of the hospital to continue to maintain best practices and to stay away from dishonest practices that may have the tendency to adversely affect the delivery of quality health service to patients.

ACC’s Senior Public Education Officer described the service charter as a public document that gives description of the services an institution provides: cost of the service, duration, complaint mechanisms, and customer rights, with the aim of enhancing transparency, accountability, and customer satisfaction.  He defined a public officer as any person working in a public body whether paid or unpaid, adding that employees of the Bo Government Hospital are public officers and can be investigated for any act of corruption. He encouraged the participants to demonstrate commitment to the fight by reporting their experiences of acts of corruption through the Commission’s free toll lines of 8515, 077986986, and assured them of whistleblower and witness protection.   

The unveiling of the service delivery charter formed the high point of the event.
