ACC INDICTS ISSA KAMARA, CHIEF EXAMINER AND IBRAHIM KAMARA, ASSISTANT EXAMINER, OF THE WEST AFRICAN EXAMINATIONS COUNCIL ON VARIOUS CORRUPTION OFFENCES

PRESS RELEASE

 The Anti-Corruption Commission (ACC) wishes to inform the general public that it has filed an indictment against ISSA KAMARA, CHIEF EXAMINER OF THE WEST AFRICAN EXAMINATIONS COUNCIL (WAEC) and of No. 82 Hanga Road, Jui, Freetown, and IBRAHIM KAMARA, ASSISTANT EXAMINER OF WAEC and of No. 15 Kissy Brook, Off Akram Junction, Freetown. ISSA KAMARAis indicted on six (6) counts, while Ibrahim Kamara faces five (5) counts, of corruption offences.

The two individuals are charged each, with ONE (1) count of Abuse of Office, contrary to Section 42(1), ONE (1) count of Abuse of Position, contrary to Section 43, ONE (1) count of Using Office for Advantage, contrary to Section 44(1), ONE (1) count of Conspiracy to Commit a Corruption Offence, contrary to Section 128(1), and ONE (1) count of Academic Malpractice, contrary to Section 128(3) of the Anti-Corruption Act, No. 12 of 2008, as amended by the Anti-Corruption (Amendment) Act, 2019. ISSA KAMARAalsofaces an additional charge ofONE (1) count of Influencing a Public Officer, contrary to Section 30 of the same Act.

According to the particulars of offence, ISSA KAMARA AND IBRAHIM KAMARA improperly used their offices to commit a corruption offence by conferring an advantage on one Foday Fasuluku Mansaray, a candidate in the May/June 2024 West African Senior Secondary Certificate Examination (WASSCE), thereby engaging in academic malpractice.

Moreover, on diverse dates in August 2024, ISSA KAMARA collected a specific examination script belonging to his nephew and handed it over to IBRAHIM KAMARA, who answered some of the questions on the script before returning it to be placed among other scripts for marking.

The Commission wishes to reassure the general public of its unwavering commitment to curbing examination malpracticeand other forms of corruption in Sierra Leone.
