ACC INDICTS JOHN JABATI- EXECUTIVE SECRETARY, PHILIP JOHNSON- ACCOUNTANT, ANWAR MICHEAL SEISAY-PROCUREMENT OFFICER, AND TEJAN KARGBO-ASSISTANT FINANCE OFFICER, OF THE NUCLEAR SAFETY AND RADIATION PROTECTION AUTHORITY ON 97 COUNTS OF CORRUPTION OFFENCES

PRESS RELEASE

The Anti-Corruption Commission (ACC) wishes to inform the general public that it has filed an indictment against JOHN JABATI, Executive Secretaryof the Nuclear Safety and Radiation Protection Authority (NSRPA) and of No. 82 Conton Street, Wellington, Freetown; PHILIP JOHNSON, Accountant,NSRPA,and of No. 6 Jones Street, Kissy, Freetown; ANWAR MICHAEL SEISAY, Procurement Manager,NSRPA, and of No. 30E Syke Street, Brookfields, Freetown; and TEJAN KARGBO, Finance Officer,NSRPA, and of No. 9 Jones Street, Kissy, Freetown, on a total of ninety-seven (97) counts of corruption offences.

The charges relate to the misappropriation of the sum of Nine Hundred and Twenty-six Million Six Hundred and Ninety-seven Thousand (old) Leones (Le 926,697,000) which they are alleged to have unlawfully withdrawn on various dates from the bank account of the NSRPA.

JOHN JABATI, individually, is charged with a total of SIXTY-SIX (66) COUNTS; EIGHTEEN (18) COUNTS of Misappropriation of Public Revenue, contrary to Section 36(1); FORTY-SIX (46) COUNTS of Failure to Comply with Applicable Procedures and Guidelines Relating to the Management of Public Funds, contrary to Section 48(2)(B); and TWO (2) COUNTS of Conspiracy to Commit a Corruption offence, contrary to Section 128(1), of the Anti-Corruption Act No. 12 of 2008 as amended by the Anti-Corruption (Amendment) Act No. 9 of 2019.

PHILIP JOHNSON, individually,faces NINETY-SEVEN (97) COUNTS, including FORTY-EIGHT (48) COUNTS of Misappropriation of Public Revenue; FORTY-SIX (46) COUNTS of Failure to Comply with Applicable Procedures and Guidelines Relating to the Management of Public Funds; and THREE (3) COUNTS of Conspiracy to Commit a Corruption Offence.

ANWAR MICHAEL SEISAY, individually, is charged with NINETY (90) COUNTS, made up of FORTY (40) COUNTS of Misappropriation of Public Revenue; FORTY-SEVEN (47) COUNTS of Failure to Comply with Applicable Procedures and Guidelines Relating to the Management of Public Funds; and THREE (3) COUNTS of Conspiracy to Commit a Corruption Offence.

TEJAN KARGBO, individually, faces TEN (10) COUNTS, including seven (7) COUNTS of Misappropriation of Public Revenue and THREE (3) COUNTS of Conspiracy to Commit a Corruption Offence.

According to the particulars of offence, between January 2023 and July 2024, the accused persons, while serving in their respective roles at NSRPA, misappropriated public funds allocated to the institution for its operations. The investigations uncovered unauthorized withdrawals and expenditures made without supporting documentation or adherence to financial procedures.

Further findings revealed that the accused persons failed to comply with Applicable Financial, Procedures and Guidelines Relating to the Management of Public Funds, Misappropriation of Public Revenue, colluded, conspired, facilitated and concealed their fraudulent transactions.

Meanwhile, ANWAR MICHAEL SEISAY and TEJAN KARGBO are on the run and have been declared WANTED by the Commission. They will be tried in absentia if they failed to appear in court.

The Commission wishes to reassure the general public of its uncompromising resolve to protect public funds and resources, and to ensure that public officers who abuse their offices are brought to justice in accordance with the Anti-Corruption Act of 2008 as amended in 2019.
